chance to get item from raid

In case, "You chance of getting magic items does not depend on your group mates’ chance" .
I would like to ask whether each-player chance getting good/rare item from 1 raid is depend on percent of each-player contribution in that raid or not?

Dose 10% performance player have chance equal to 100% performance player??
